Le Jardin des Villes Jumelées

The Jardin des Villes Jumelées (also known as the Square des Villes Jumelées or Jardin des Jumelages) is one of Angoulême’s most iconic public spaces. Located on the southeastern edge of the historic plateau, adjacent to the city walls, it combines urban history, landscape, and heritage. Its appeal lies as much in its history as in its role as a lookout point over the Charente Valley.

History

The garden occupies a strategic site within the former fortified city. Until the 18th century, this location was home to the Porte du Palet and a motte associated with Angoulême’s medieval defenses. After the gate was demolished around 1750 and the city walls were torn down at the end of the 18th century, the area was gradually transformed into a public promenade.

In the 19th century, the site was named the Hémicycle du Palet, and later the Square du Palet. Maps from 1843 already show a landscaped belvedere overlooking the valley. The square was then adorned with a circular pond featuring a fountain, reflecting the taste for urban gardens of that era.

In the early 20th century, the basin was removed (around 1919) and replaced by a bandstand. Aerial photographs from 1922 still show largely open slopes offering a wide-open view of the Charente River. A new landscaping project took place in the 1960s, with the creation of curved paths surrounding symmetrical lawns.

The garden then took on its current name in honor of Angoulême’s sister cities, symbolizing European and international openness.

Architecture and Landscape Design

The Jardin des Villes Jumelées is more a work of landscape architecture than of built architecture.

Its main features are:

• a layout situated directly on the old ramparts, making use of the plateau’s natural topography;
• a geometric layout inherited from the 1960s renovations, featuring circular paths and neatly laid-out lawns;
• a role as a lookout point offering panoramic views of the Charente Valley and the lower neighborhoods;
• a mix of trees, flower beds, and lawns that creates a transition between the historic city and the natural landscape.

Heritage

The garden has several heritage dimensions:

• Historical heritage: it preserves the memory of the former Porte du Palet and the vanished fortifications.
• Urban heritage: It serves as a key stop along the ramparts promenade, connecting various major vantage points in the city.
• Landscape heritage: It contributes to the distinctive skyline of Angoulême, a hilltop city overlooking the Charente River.
• Cultural Heritage: Its name reflects the city’s twinning program and its international outlook.

Current Conservation Challenges

Angoulême’s Preservation and Enhancement Plan (PSMV) notes that vegetation has grown significantly since the 20th century. While this canopy enhances comfort and biodiversity, it now obscures some of the historic views of the valley, which were a major element of the garden’s design. Heritage documents therefore recommend sustainable vegetation management to restore the original views while preserving the site’s ecological quality.

In summary, the Jardin des Villes Jumelées is a space where several layers of Angoulême’s history overlap: from the ancient medieval fortifications to the 19th- and 20th-century landscaping, right up to contemporary efforts to highlight the heritage and landscape. Today, it stands as one of the city’s main historic viewpoints and an essential element of its urban identity.
